Electronic or magnetic? Also, Hqi can run mogul, but not the other way around, right??

If you must categorize it, HQI is a "magnetic" ballast. It runs any DE bulb and most mogul bulbs including, for example, the Radium 20K, Ushio 10K, Aquaconnect 14K and XM 10K bulbs. In fact, several European bulbs such as the Radium 20K are spec'd to run on a 250W HQI ballast.

When running on an HQI ballast, 250W mogul bulbs can spit out as much PAR is many 400W setups.

Here's a pic.

It's not pretty, but it works fine all the same. It's guts are the same as anything you'll find at your LFS. All you need is to wire up some sockets (simple) which you'd probably have to do anyway since every single reflector out there seems to use their own socket style.
