Curing Dry Rock Questions

Hello,

I just set up a 32 gallon Rubbermaid Brute with ~18 gallons of water to cure some dry rock I got tonight and I have a couple questions.

What king of flow rate do I want from my powerhead? I tried using a Koralia 425 GPH and it seemed like it barely moved the water. I switched to a Eheim compact+ 2000 and it seems to be doing a great job but I was going to use this pump to run my GFO reactor. Powerhead suggestion???

Secondly, can I just place my heater on top of the rock? Right now I have it attached with magnetic clips but I had to stack all of my rock on the other side of the tub. I would like to fit more in and not worry about it crashing down and smashing my heater.
