PM Outbox?

I've got several private messages in my Outbox and also a bunch of messages in my Sentbox. Are messages sitting in my Outbox sent or are they just sitting there? Is there a reason why these messages sit in my Outbox instead of getting sent?

I think they sit in the outbox until people pick them up
