I didn't write this, I found it on the newgroups around a year ago.
The question asked was "How much to set up a tank?" They reply:

$10 - 10 gal tank
$20 - filter
$15 - heater

O.K. I think that's everything.

$200,000 should cover a 'real setup, the whole shootin match'.

Of course this has a margin of error of about 10%.
