Default Ick on a Mandarin?

I have had my tank running for 4 years and have never had anything in my tank. Last year I got a copperband that was in quarentine for 7 weeks and I thought it had lymphocytes and they went away. I know it is a virus and it didn't seem too serious from all the reading I did. My parameters have been a bit off lately and I have a bit of phosphate- 0.11 and now suddenly several of my fish have spots on them. Even one spot on the fin of my mandarin? I didn't think mandarins could get ick so is it more likely to be velvet? Can't believe this is happening. I have no idea how I am going to get all my fish out of my tank.
