First off, http://www.sophos.com/virusinfo/hoaxes/jbulger.html. The British justice system finished with this three years ago. A petition distributed via email (or any digital channel for that matter) is hardly valid anyways.
Secondly, I firmly believe that once an individual has paid their debt to society they should be allowed to return to private life with no bounty hanging over their heads. This notion has long been enshrined in Western law and to deviate from it would in my mind be barbaric. I unfortunately have never read the reports of the current psychological state of the two boys who committed the crime (if they are even available), but I doubt they would have been allowed such anonymity and the chance to enter society as productive citizens if the batteries of psychiatrists and psychologists who did assess them felt there was any risk of recidivism. People like Paul Bernardo and Clifford Olson are one thing, two obviously confused ten year old boys are another. What do we know but one of these boys will go on to cure cancer.
Just my two cents (should be up to a few bucks by now eh).
