Look into fin rot as well. As the fin was damaged, it could have allowed an infection to get in there. One article I read stated you could try calling a vet who is familiar with fish and ask for advice or meds.
The algae thing is weird for sure.
He is a gorgeous fish and I wish I was brave enough to try one!!!! Good luck, keep us posted.
