Since you have two holes in the overflow, there's gonna be two pipes (one almost at the height of the teeth and another around halfway in the overflow). The shorter pipe is going to be connected to a gate valve to control the flow through the pipe to make it silent while the drain will either remain dry or there will be a small trickle flowing through it (without the trickle, you might need occasional adjustments of the gate valve to keep the level of water in the overflow consistent). That's herbie. And yah, if you want to run a reactor, you are good with a 1200gph. And don't worry about being budget tight; you can definitely have a great tank without all the fancy stuffs. In the end, its all about how well YOU take care of the tank.
