Clowns can take months to pair, but the fact that one is not dead is a good sign. If you have two females you would know already, if they have been together or in groups for a while its unlikely they have begun the change to female. One good trick to get things moving is to use a small plexi enclosure, put one in there and put it really close to the other one. Watch they way they react closely, if they are ramming the glass and trying to kill each other they arent ready yet (although you can still leave the enclosure there). Best you could hope for is them to start the little twitchy dance. (even if they do you could still be months away) Also do you have an anemone?
