Yeah I was talking more about the setup itself. If they're old or crappy bulbs to begin with it won't work out for you. Not all T5 bulbs are created equal of course when it comes to PAR.
I'm assuming you've got decent reflectors too but maybe that's not the case in a 2-bulb fixture.
