I would first talk to UPS and notify them that it was a repair and that duty should not have been charged. They should reverse the charge (some paper work proving repair only may be require). If the costumer support rep is no help, discuss with a supervisor.
I bought a box of bulbs for a pinball machine, $14 worth. The customs label looked like $114 so I got charged duty/tax. All I needed to do was mail in the form (bill showing the duty I paid) with the receipt showing the $14 value and I was refunded the difference.
