Depending on how low the pump slows down this will also affect the skimmer section level
it would be a delicate balance to make enough of a pulse to create adequate waves and not raise the level and make the skimmer overflow. Sounds more complicated than it would be worth. Dimable pumps are great for multi use on different size tanks but wave function is better accomplished with something other than the main return pump IMHO.
