I assume they are still quite young? if so then it is totally normal for them to behave like that as they are establishing dominance. The dominant fish will most likely become the female and the submissive fish will be the male. There is no garantee that they will form a couple but if one is submitting to the other there are good chances.

Problem arise when you buy them already old and they are both females, then female once always female and they will always fight.

The shimmer dance is a sign of submission and the one doing it is generaly the male. Good luck
