I used a CPR overflow for 10+ years on my old tank. It worked reliably. A pump is used to pull any stray air out of the top of the siphon. If air would be allowed to accumulate in the siphon, it would stop...which would be VERY bad.
That is the only job of the pump. The pump is not there to restart the siphon following a power failure. The siphon will always restart automatically as long as there is no air in the siphon.
