Shaw has blocked (black-listed) the IP or ISP that the new server is at.
An idea for Titus is to see if his new ISP has a dedicated mail server that Shaw doesn't block. If so, he can set his server to relay ("Smarthost") all email to his ISP's mail server, which will then send out the messages.
Often in IT you see this, as some companys only permit one mail server inside their network to send email through the firewall outbound. So all of the other servers have to relay their mail through the designated mail server.
