call a couple trade schools/high schools in your area that have a welding program. Tell them what you want - it will probably just cost you materials and you can customize it somewhat
Also - if you want to powder coat it; call you local powercoater and leave the stand with them. ask them to coat it the next time another client is looking to have something done in the same color as your - usually its pretty cheap that way for they dont have to run a batch specific to you
