I'm not sure how handy your are with tools and such but you can build one of those for yourself (with more features) for WAAAAAAAAAAY less than that. I built something very similar to that for about $30 in parts and an hour of work. I'd definitely recommend a peltier device, however, while they cool the tank they make a lot of hot air around them, which can make a hot room hotter. They are just electronic "heat pumps". Just something to think about. My peltiers (which I use to cool my tanks at home and a chemical reactor at work) can crank out a lot of heat at full power.
