In winter time, the key is pulling in plenty of fresh cold air and heat it up to higher temperature. I guess here on the west cost we can do that just by keeping window open and furnace working at the same time

Yes, HVR would improve that process by using heat exchanger - using warm indoor air on its way out to heat cool outdoor incoming air.
