When we moved into a our "house" (that was 10yo), the neighbours dogs barked at everything. Windows and doors opening, you get the idea. Since we had dogs (basenjis - they dont bark
). This was a real problem.
When we talk to them after several weeks of just wanting to kill em. The owner went off on us telling us about how long he lived there (10years) and what @$$holes all the renters of that house had been blah blah blah, when we explained that we actually owned the place he became much more reasonable.
His dogs still bark, but he actually tells them to stop now. So part of your problem may be that the "bad car owners" are taking out previous frustrations on you... Of course I could be totally off base
