Not terrible. Did you used to measure higher before using a reactor? You sure the meter is calibrated?
One thing you can try is having your reactor output aim at the skimmer input. Once it's gone through the skimmer, the CO2 will all dissapate. At my peak, I used to run my reactor with 2 bubbles per second, without any apparent troubles in the tank.
Are you finding that this pH is affecting livestock?
