Not really, 220V doesn't really make a huge impact. A watt is a watt (roughly: watts = voltage * amps; so the amp draw is half that of 110V but the same wattage is consumed).
That is a serious light fixture he's got there. Watt for watt that's the same as 2x400's, just over 10 lamps. Assuming an average price of $25ish per lamp (which might be a bit optimistic, I'm not sure) that's still a lamp changeout price of $250. But he does say he noticed his heat emission went down after switching from halides, that's big plus
