Default Would ozone be more efficient if always on?

Here is my deep thoughts about ozone. I have a generator that is adjustable from 0-500mg/hr. I have it set at the max 500mg/hr and within 20-30 minutes, it will bring my orp from 300's to 400's then the controller shuts off at about 430 (i know this is a little higher than normal but its been working for me)
Then ozone is shut off for about 3-4 hours later as the orp drops to low 400's at which point it will turn on again for 5 minutes and bring the orp up again.

Here are my questions:
- should I tone down my generator to around 200mg/hr so that its on longer and takes longer to bring up the ORP?
- will it be more efficient because actual ozone is consistently interacting with the "bad" particles in my skimmer than 4-5 minutes every 3-4 hours?

Am I out to lunch or does it kinda make sense ?
