It makes no difference if the wind is blowing right at the car. It is all about the ambient temperature, and heat loss. A cold car engine has no more heat to lose. However, just to end the argument why don't you go out and put a thermometer in the wind, and one that is sheltered from the wind. You will find no temperature difference.
