I have...it's fairly simple.....Do you have a multi meter....if so metre the resistance of the ballast......if their is a resistance on both windings then the ballast is good and the cap is blown.....you can buy replacement caps!!If their is no resistance then the ballasts if blown!!you can also buy replacement ballasts!
