The water level on the outside box has to be lower to create a great gravity affect to produce a stronger siphon. I believe the amount of flow through your over-flow is determined by strength of that siphon. Try lowering it the outbox a couple inches and let me know if it improves.

Thanks! Exactly what I was thinking. I'll try that tomorrow. I believe I can lower it about 1 - 1-1/2" with the current U holder. I'll see how that works, if it improves, i'll just make a new holder which can hold it a little lower. I don't know why I didn't ask this before, because it really has been annoying me. I'll post up details tomorrow and let you know how it works out.
