I have one of those Fusion Nano Skimmers. I put it in my sump, and the powerhead that returns the water to the display sits below the skimmer. I have no problems with it making bubbles in my tank...

I had green cyano in a FW tank once. EM tablets helped, but I think I had better luck dosing MelaFix.

No three fish can live in an 8 gallon tank, AFAIK. That's overstocked, and in the very least the fish will be crammed and unhappy.
Add at least a pound or two of decent (and expensive) live rock...
