Is it kind of fuzzy? looks a bit like white mold? a FW dip in lugols and some bastering (outside of the tank) should help out if that is the case. Do these spots move? could be a preditory Nudi or...

Personally I would have the floating baffels on...
Personally I would have the floating baffels on the outside and the one in the middle attached to the bottom... the logic behind this is when the water level gets low (i'm sure i'm not the only one...
