I'd imagine the crazy bright of the other torch is just cause the sensor of the camera looking at black then over exposed the other areas of the tank...so the green in the background is simply over...

This just looks like a indo gold torch that is not fully colored... after a few months is a well lit aquarium these will be almost all gold. Even the aussie gold come in looking similar to this......
