Looks like a mass of blood worms reacting to being poked to me. Lots of blood worms in sewers.

Reminds me of an X-Files episode.

It's a slime mold. Not a great name as they are actually more of a type of protista then a mold. You can think of it kind of like a giant amoeba.

It reminds me of why I shouldn't put my bare hand in my sump.

They should have sealed those pipes with Preperation H, that sewer pipe has some nasty hemorrhoids!
