is this stuff good enough for a reef tank

Could use lights but need to factor in the cost of bulbs as they have a life so unless they're new you're basically buying a ballast, reflector and bulb holder.

Wet/Dry sort of older methodology, RIO never used one but there's better pumps.

What shape is the tank in, scratches, seams etc?

Suggest looking at the prices at on-line stores then coming up with a discount since used, you're comfortable with.
