Refugium design advice, please
 

I have to turn this....

...into a refugium. I don't need any kind of "sump" function at all, just 100% best refugium I can make. I want to grow algae in this thing.

This ex-sump is 14"W x 24"L x 14"H.

Can you see any use for the drip plate? (I could move it down to where the eggcrate is now)...What flow rate would you recommend? What light would you recommend? Anything you wish you had done to your refugium if you had a chance to redesign it?
