got this setup, the light stays on continusly but not at full output. anyone know how to fix?

What do you mean not at full output? Try moving the pendant to a horizontal position and see if it improves. the bulbe may not be meant to be burned vertically.

bulb was tested on a different ballast and worked perfectly.

The capacitor may be burned out. The same thing just happened to mine that had been running for about 1.5 months....then it happened. It would fire the bulbs, but they did not burn. Although my USHIO bulbs had less than 140 hours, I purchased new bulbs and tried them. Same response with the new MH bulbs. I also ensured that the nipples were between the 11:00 and 2:00 as close to the 12:00 position as possible. I then let them run for a 10 hour period, but nothing again. Upon further investigation, I found that the ballast box became too hot and cooked the capacitor. I now have a remote vented ballast box with a fan....and new capacitor. All is well now. You may have a similar situation, so I would check the capacitor.
