do the bulbs on the t5 fixture come on in stages? ( two switches)

yes the front two and back two are on 1 switch and the midle 4 are on 1 switch.

Does the t5 fixture have individual reflectors per bulb?

yup each bulb has its own reflector pocket and is surouned not just a flat reflector on the back it is a very bright light
