what is the best place to get 2x4? what is the best price?

Call around and then go to your closest HomeDepot and they will beat the price by 10%.
I have done that a few times just make sure you have the # and name of the cheapest place so they can call and confirm.

I like Home Depot as well....Not because they are the cheapest, but because they have all the wood indoors where it is warm and dry. You can fish through the pile to find the straightest pieces.

how much do they want for it right now? (for a 8' piece)

How many pieces you need? if its only 10 pcs or so, might be fruitless wasting time shopping around as they usually only vary a couple cents.

Few cent eitherway but $2.00 a board is a good for estimating.

You can get cinder blocks in any home improvement store...rona, home depot, totem...i've seen the price range from 99 cents a per block to 5 bucks a block.
