Why? Youd be perfectly fine in that pool. Now, if there was a problem, or the power par was shorting to the water, and you stepped out, touched the ground with your wet foot, then you would feel something. I touch live wires all day :D with my bare hands. If your not making the path to ground, then OK.

Wouldn't it count that their feet are touching the ground in the pool? I don't think that rubber would be thick enough to insulate them...?
