I think I would just build an underwater/above water house on the edge of an actual reef.

I would build a 30 foot cylindrical tank that spanned across 2 floors of the house, maybe a spiral staircase that goes around it to the 2nd floor. Only in my dreams thou, lol.

If my funds were unlimited I would by myself an ocean some where tropical.
