Yep. Ballast, 2 pendants, 2 20k unsed bulbs, and all accesories.

Yes it will. a regular 250 is only recomended up to 24" depth but HQI is the same rating as a 400 watt.

Some people told you wrong, it has nothing to do with the bulb and everything to do with the ballast. If they are comparing a DE (always HQI) to a SE (normal output) then yes this is true, but if you run a SE on a HQI ballast the SE will normaly outpreform the DE. another benifit to running a SE bulb on a HQI ballast is you will get about twice the coverage as you would from a DE bulb so that means you will have a larger and more even lighting patch in the higher intensity area.

Couldn't find any info on what ballast comes with the lighting package.

hmmm says right in the name "Ocean Light HQI Pendant" so looks like HQI ballast.
